The invention is provided with: a tank； an electrolysis part, which is set inside the tank and is configured from at least a first electrode and a second electrode that electrolyze water flowing in from the tank； a power source part for supplying electric power to the electrolysis part； a control part for controlling the supply of electric power to the first and second electrodes by reversing the polarity of the power of the power source part； and a spraying mechanism for spraying the water electrolyzed in the electrolysis part. As a result, it is possible to control the polarity of the power supply to the first and second electrodes and selectively generate two kinds of active species such as ozone and hypochlorous acid.
