The present invention relates to a liquid cosmetic composition having excellent permeability into a cosmetic foam, and to a method for filling the same composition in a cosmetic foam. Permeability of the composition is enhanced by water-in-silicone-in-oil formulation of oil-silicon-phase substances with low viscosity. According to the present invention, the cosmetic composition, with which the cosmetic foam is impregnated, includes a mixture of at least one or two selected from oil-phase materials and silicon-phase materials. The mixture has viscosity of 100 cps and includes 10-40 wt% of the water-in-silicone-in-oil formulation with respect to the total weight.본 발명은 저점도의 유상-실리콘상의 유중-실리콘중수 제형화로 코스메틱폼에 침투가 우수한 액상 화장료 조성물 및 이를 코스메틱폼에 충진하는 방법에 관한 것이다.본 발명에 따른 코스메틱폼에 함침되는 액상 화장료 조성물은, 유상과 실리콘상에서 선택된 1종 및 2종 이상을 혼합하여 100cps 점도 이하의 혼합물이 유중-실리콘 중수 제형을 전체중량에 대하여 10∼40중량% 포함하는 것을 특징으로 한다.
