PURPOSE: A thermal stable solid cosmetic composition of a water-in-oil type is provided to improve stability, superior thermal stability, and molding property at high temperature because the composition is smoothly applied on skin and silicon oil is slowly volatilized. CONSTITUTION: A thermal stable solid cosmetic composition of a water-in-oil type contains: 20-70 parts by weight of oil ingredients including microcrystalline wax, carnauba wax, candelilla wax, C30-C45 alkyl dimethyl silyl polypropyl silsesquioxane, stearyl dimethicone, cetyl dimethicone, bis-PEG-18 methyl ether dimethyl silane, and volatile silicone oil； 1-30 parts by weight of an aqueous ingredient； and 1-20 parts by weight of powder. The oil ingredient further contains non-volatile silicone oil. The total content of the volatile silicone oil and the non-volatile silicone oil is 10-30 parts by weight.
