The present invention relates to a urethane foam in which a liquid cosmetic product is dipped. The urethane foam replaces esters foam as a foam in which a liquid cosmetic product is dipped, and a dosage form stability of a dipped liquid cosmetic product, and stability with respect to correlation and reactivity between a foam and contents can be improved. The urethane foam comprises: a dipping member made of any one or more among polyurethane, nitrile-butadiene rubber (NBR), styrene butadiene rubber (SBR), natural rubber (NR), polyester, and polyether in which a liquid cosmetic product is dipped, and fixed while being foamed to have a net-shape structure and a finely distributing member fixed on the upper side or the upper and lower sides of the dipping member (10) by using high frequency adhesion to evenly emit a liquid cosmetic product. A thin film-shaped finely distributing member is attached through high frequency adhesion to the upper side of a dipping member in which a liquid cosmetic product is dipped, and thus a liquid cosmetic product is evenly distributed and emitted, so a user can use a suitable amount of the liquid cosmetic product.
