PROBLEM TO BE SOLVED: To provide a skin regulating agent for finger print reading in which the temperature scope is wide, and which is suitable for outdoor installation as well.SOLUTION: The skin regulating agent is used by being applied onto a finger when the finger print is read from the finger. A wax component such as a polyethylene wax is made as a dispersion medium for forming a network structure, and an oil component such as a higher alcohol is made as a dispersoid which is held by the network structure.
