The purpose of the present invention is to provide a water-in-oil emulsion cosmetic in which Pickering emulsification is used, wherein the water-in-oil-type emulsion cosmetic provides both exceptional emulsion stability and an excellent feel on use without using a fine powder that causes a squeaky feeling. The present invention pertains to a water-in-oil-type emulsion composition containing (a) an oil phase, (b) a water phase, and (c) a powder having an average grain size of 1-100 [mu]m, wherein: the angle (three phase contact angle) formed by the oil-water interface of the (a) oil phase and water, a surface including a tangent of the powder surface at the point of contact with the (c) powder layer, and the oil-water interface is greater than 0 DEG and less than 160 DEG； and the (b) water phase has rheological characteristics such that the loss modulus at a strain of 0.01-1% is 80 Pa or higher.
