A partition wall 6 is formed on the inner surface of the water removal tool, and the output shaft and the winding pipe are partitioned by the partition wall. The tip of the take-up pipe is brought into contact with the protrusion 7 formed on the inner surface of the water removal tool, and the accumulated water that has come out from the front end 4a of the take-up pipe is discharged from the drain port 8 formed in the water removal tool.
