PROBLEM TO BE SOLVED: To provide a foaming composition suitable for the treatment of skin disease whose undiluted solution to be injected becomes foamy, which has little stickiness at the time of use, and further which has good foamability even under low temperature.SOLUTION: The invention provides a foaming composition consisting of an undiluted solution, or an undiluted solution and a propellant. The undiluted solution contains a nonionic surfactant with an HLB of 5 or more to less than 11, a nonionic surfactant with an HLB of 11 or more to 30 or less, and 70% by weight or more of an aqueous solvent, and contains no lower alcohol.
