The present invention relates to a therapy device of a simple structure which can effectively treat tinnitus and hearing loss by using a pulsed electromagnetic field (PEMF) in a low frequency band and to an accompanied tool. The therapy device is characterized by providing a means of treating tinnitus and hearing loss, which especially radiates a pulsed magnetic field with specific characteristics on the inner ear tissue including a cochlea to promote metabolism of aged or degraded hearing cell tissues and help regeneration of nerve cells, thereby treating tinnitus and hearing loss.
