PROBLEM TO BE SOLVED: To provide an in wind-whipped pond resistance increase reduction device capable of reducing resistance which increases due to drawing of a water level rising part of a wave toward a rear direction by wind, and to provide a marine.SOLUTION: The in wind-whipped pond resistance increase reduction device comprises water level rising suppression means 20 actuating wind blowing around a marine body 10 to a water level rising part 4 disposed in the vicinity of a bow Fp of a marine body 10 during voyage, and resistance increase of the marine body 10 in wind-whipped pond is reduced.
