The present invention relates to a manufacturing apparatus of mulching paper incorporated seeds for seedlings therein for direct sowing, which enables to farm by directly spreading mulching paper on a paddy field where rice seedlings are planted by producing the mulching paper in a roll form in the state that rice seeds are incorporated or attached using mulching paper so that man and woman, and young and old are able to easily plant rice without using a rice transplanter when rice seedlings or barley seedlings are transplanted in a paddy field.
