1. A synthetic polynucleotide containing a minimal core promoter element from the ubiquitin-1 gene of Zea mays or Zea luxurians. 2. The synthetic polynucleotide of claim 1, wherein the minimal core promoter element comprises a polynucleotide sequence that is at least 75% identical to SEQ ID NO: 1 or its complement. The synthetic polynucleotide according to claim 1, wherein the minimal core promoter element comprises a polynucleotide sequence selected from the group consisting of SEQ ID NO: 1 and 15-39.4. The synthetic polynucleotide of claim 1, wherein the minimal core promoter element comprises the sequence of SEQ ID NO: 1 or its complement. The synthetic polynucleotide of claim 1, further comprising an exon from the ubiquitin-1 gene and an intron from the ubiquitin-1.6 gene. The synthetic polynucleotide according to claim 1, further comprising an overlying regulatory sequence from the ubiquitin-1.7 gene. The synthetic polynucleotide of claim 6, wherein the overlying regulatory sequence comprises the sequence of SEQ ID NO: 4 or its complement. The synthetic polynucleotide according to claim 1, further comprising an element selected from the group consisting of an overlying regulatory sequence (URS), enhancer element, exon, intron, transcription start site, TATA box, heat shock consensus element, and combinations thereof. The synthetic polynucleotide of claim 1, further comprising a nucleotide sequence of interest operably linked to a minimal core promoter element.
