PROBLEM TO BE SOLVED: To provide a preferential incision tool for incising a complex tissue preferentially.SOLUTION: A preferential incision tool 600 comprises a grip 610 and a slender member 620 which has a first end 621 and a second end 622 connected to the grip. The preferential incision tool further comprises a preferential incision member 630 which is rotatably attached to the second end, and has at least one tissue engaging surface. The preferential incision tool has a mechanism which is configured to move the at least one tissue engaging surface relative to a complex tissue in at least one direction by mechanically rotating the preferential incision member about a rotary shaft 640.
