PROBLEM TO BE SOLVED: To provide a two-pack type hair-bleaching or dyeing composition hardly causing irritating smell of ammonia, providing excellent touch feeling at rinsing after shampoo washing, and also having excellent preservation stability.
SOLUTION: The hair-bleaching or dyeing composition is used by mixing the first agent containing an alkali agent with the second agent containing hydrogen peroxide. The second agent contains the following components (A) and (B), and is regulated so that the molar ratio (A)/(B) of the components (A) to (B) in the second agent may satisfy the expression: 2&le(A)/(B)&le20, the emulsified particle diameter (volume averaged diameter) of the second agent may be 20-150 &mum, and the viscosity of the second agent may be &le4,000 Pa s: (A) a 16-22C higher alcohol and (B) a surfactant.
