A fluid delivery device and method are provided that can include a piezoelectric actuator operably coupled to an ampoule with a fluid under preload force. The ampoule may include a thin walled thermoplastic package including one or more apertures located in the wall of the ampoule. The piezoelectric actuator may be configured to clamp at least partially around the circumference of the ampoule and apply an oscillation to its wall.
