PROBLEM TO BE SOLVED: To provide an oil-in-water type cosmetic containing bubbles, capable of stably and homogeneously containing the fine bubbles dispersed in the interior of the cosmetic while containing an oil component for imparting flexibility to the skin and formulated therein, and providing excellent sense of use such as good removability from a finger by sufficiently using softness of touch feeling, softy lightness, good removability from the finger, light spreadability when coated on the skin, etc., which are characteristics of the bubbles.SOLUTION: The oil-in-water type cosmetic includes following components (A) to (F) and contains fine bubbles: (A) a polymer selected from a native gellan gum and an agar (B) a fluid gel-forming water-soluble polymer (C) a phospholipid (D) an anionic surfactant (E) an oily component and (F) an aqueous component.
