A coating for an intumescent portion of a catheter comprising a hydrophobic matrix and a dispersed phase is disclosed. The dispersed phase comprises a plurality of micro-reservoirs dispersed in the hydrophobic matrix, wherein the plurality of micro-reservoirs comprise a first active component and a biodegradable or bioabsorbable polymer. Methods for forming coatings and forming the coatings are also disclosed.
