The present invention relates to a composition having an excellent soothing action and having a long-lasting moisturizing effect on the skin and its use for soothing the skin. The composition has a hydrophilic mixture comprising rose flower extract that has a pronounced sedative effect. However, the rose extract is contained in a very small amount in the above composition.
