PURPOSE: An activated water manufacturing apparatus with anion and far infrared ray radiating ceramic balls and an alcohol manufacturing method using the same are provided to rapidly activate water by applying wave energy to water or alcohol and sub-grouping water clusters. CONSTITUTION: An activated water manufacturing apparatus with anion and far infrared ray radiating ceramic balls includes a plurality of fixed magnet rods(100), a plurality of ceramic ball layers(90), a second housing, and an internal connecting flange. The fixed magnet rods with the same angles are arranged at the inner edge of a first cylindrical housing(60). The ceramic ball layers are arranged between the fixed magnet rods. The second housing is a cylindrical and includes an inner space in order to receive the fixed magnet rods and the ceramic ball layers.
