PROBLEM TO BE SOLVED: To provide a detecting device and a detecting method for detecting various objects such as a blood vessel with high sensitivity and a high degree of accuracy base on a novel principle.SOLUTION: The detecting device includes m pieces of electrodes for generating m pieces (m is an even number and is equal to or greater than 4) of charges which are rotationally symmetric about at least a straight line and have the charge amount of zero in total and at least an electric field detecting element for detecting an electric field on the straight line. The m pieces of charges are quadrupoles, planar sextupoles, planar octupoles, three-dimensional octupoles, or the like. In case of constituting the quadrupoles, four electrodes 11-14 are placed at vertices of a square. A detecting electrode 20 is placed in the center of the electrodes 11-14.
