The present invention relates to a cord blood-derived stem cell or a pharmaceutical composition comprising a cord blood-derived stem cell and erythropoietin for treating developmental disabilities including genetic diseases. More specifically, developmental disabilities due to genetic diseases can be treated effectively by injecting the cord blood-derived stem cells and EPO together or separately.
