The mechanism comprises a laminating drum (140), a forming drum (150), a rotary transfer member (160) and a controller for controlling the rotational velocity of the rotary transfer member. The laminating drum forms first absorber cores (4A) by collecting an absorbent powder in forming recesses (144) around its circumference, and places the first absorber cores at predetermined intervals on a web (9A) being conveyed. The forming drum forms second absorber cores (4B) by collecting an absorbent powder in forming recesses (154) around its circumference. The second absorber cores are then received by the rotary transfer member which then places the second absorber cores on top of the first absorber cores on the web being conveyed. The controller controls a rotational velocity of the rotary transfer member such that it is equal to a rotational velocity of the forming member when receiving the second absorber cores and is equal to a conveyance velocity (V2) of the web when placing the second absorber cores on the web.
