The present invention relates to a functional cosmetic composition using pure vitamin C and to a method of using the same and, more specifically, to a cosmetic composition formed by including a first agent of a powder type including pure vitamin C, aloe powder, chestnut shell powder, sodium hyaluronate, and albutin, and a second agent of a liquid type including a herb medicinal extract, herb medicinal powder, a natural surfactant, and a base agent, wherein the base agent is characterized by oil, distilled water, or both of the same.
