PROBLEM TO BE SOLVED: To provide a muscle electrical stimulation device that can sense degradation of insulation properties in an insulation part for insulating lead portions connected to electrodes from the outside in the muscle electrical stimulation device where electrical stimulation is output from the electrodes.SOLUTION: A muscle electrical stimulation device 1 of the present embodiment is provided for applying electrical stimulation in muscle. The device includes a body part 10, stimulating electrodes 30, lead portions 38, 39, a control unit 40, insulation parts 70 and sensing electrodes 80. The control unit 40 is stored in the body part 10. The stimulating electrodes 30 are constituted so as to apply the electrical stimulation in the muscle. The lead portions 38, 39 electrically connect the stimulating electrodes 30 with the control unit 40. The sensing electrodes 80 are electrically connected to the control unit 40. The insulation part 70 insulates the lead portions 38, 39 and the sensing electrodes 80 from the outside by covering the lead portions 38, 39 and the sensing electrodes 80.
