The method includes the following steps: (a) mixing topsoil of a saline-alkali land with silt, to form a mixed zone with a permeability coefficient of 1.Ox10-6 cm/s to 5.Ox1 0-5 cm/s (b) building ridges around the mixed zone using silt, irrigating the mixed zone with fresh water for 2 to 4 months, and keeping a water depth of between 10 cm and 15 cm and (c) planting rice in the mixed zone, and draining and irrigating the rice according to the growth characteristics and needs of the rice. Through mixing of topsoil of a saline-alkali land and silt, a mixed zone with a certain permeability coefficient is formed. In this way, a structure of the topsoil of the saline-alkali land can be improved, the soil fertility is improved, suitable conditions for the growth of rice are created, and a yield of the rice is improved. Moreover, after the structure of the topsoil of the saline-alkali land is improved by mixing with the silt, a permeability coefficient of the topsoil is decreased, and a permeation rate of a fresh water-containing soil layer is decreased, so that less fresh water can be used to maintain continuous downward permeation of fresh water, achieving salt-leaching and salt-reducing effects.
