An apparatus for dispensing a powdered medicament, comprising a support for supporting a receptacle an outlet for the mouth a feed tube that delivers the powder from the capsule to with the outlet and a mechanism configured to create two oppositely arranged arc-shaped air inlet openings in a metal foil wall of the receptacle, the mechanism comprising a blade having a leading edge, wherein the leading edge is elliptical having a rho value from 0.2 to 0.5, and wherein the blade is configured and oriented to yaw or rotate or pivot about a vertical axis between 4 and 12 degrees. The feed tube also punctures the foil seal to extract the powder from the vessel.
