The unit of time determination is made with a possibility of determining whether the second time indicating the time moment, at which position of the measurement point is beyond the limits of the proper range, is not smaller than the second standard time, exceeding the first standard time. The unit of measurement control is made with a possibility of starting measurement by determination of whether the second time is not smaller than the second standard time, as the second possibility.
