Disclosed is a pressurised container which contains a composition which comprises (i) at least 22 volume % oxygen； (ii) nicotine or a salt thereof； (iii) an optional solvent such as an alcohol, glycol or glycol ether solvent； and (iv) an optional additive such as an antioxidant and/or a cognitive enhancing additive, essential oil, flavour and/or aroma component. Further disclosed is an apparatus which may be in the form of a simulated cigarette, for nicotine delivery to the nasal or oral cavity of a user, said apparatus comprises a first reservoir containing oxygen, a second reservoir containing nicotine or a nicotine derivative or salt, and means for mixing said oxygen with said nicotine or nicotine derivative or salt to produce a composition comprising at least 22 volume % oxygen, and nicotine or a nicotine salt.
