The present invention relates to a bubbling tablet including a water-soluble lubricant, and a carbonated water-containing cosmetic composition that may be used in combination with the bubbling tablet. Particularly, the present invention relates to a bubbling tablet including crystalline alpha-hydroxyl acid and a water-soluble lubricant, and to a cosmetic composition using skin water which allows the bubbling tablet to generate carbon dioxide gas rapidly without floating in the cosmetic composition.
