According to the present invention, when novel low molecular weight compound RSC-133 is added during the reprogramming inducing culture for preparing pluripotent stem cells in human differentiated cells, the reprogramming inducing efficiency can be improved and the time for reprogramming induction can be significantly reduced. Particularly, it was verified that RSC-133 was substitutable for c-Myc which is a reprogramming inducing factor and a cancer-causing risk factor, and effectively improved the reprogramming inducing efficiency in both normal oxygen culture conditions and hypoxia culture conditions. Further, it was verified that RSC-133 inhibited the induction of aging, which occurs during the reprogramming inducing procedure, promoted the slowdown of cell proliferation, and induced epigenetic gene activation to improve reprogramming inducing culture conditions. The present invention contributes to the optimization of the procedure for preparing pluripotent stem cells from a small amount of patient-specific somatic cells secured from various sources, thereby remarkably improving the development of clinically applicable cell therapy products of personalized stem cells and the development of new drugs and contributing to the acceleration of commercialization thereof. According to another aspect of the present invention, it was verified that novel low molecular weight compound RSC-133 would be a culture medium composition that effectively maintains the undifferentiated state of human embryonic stem cells, which are representative pluripotent stem cells.
