The emergency measures system according to the present invention comprises a pulse rate information storage unit which receives and records normal first pulse rate information at ordinary times and normal second pulse rate information during exercise； a pulse state generation unit which generates pulse state information by measuring a pulse state at ordinary times and a pulse state during exercise for a preset time according to pulse measurement start setting； a health state determination unit which determines whether a pulse rate is normal by comparing the generated pulse state information with the first pulse rate information and the second pulse rate information corresponding thereto； an abnormal state generation unit which generates abnormal state information when it is determined that the pulse rate is an abnormal pulse rate as a result of the determination of the health state determination unit； and an abnormal state transmission unit which automatically transmits the abnormal state information to an emergency measures server through a wireless communication network as the abnormal state information is generated.
