A device for imparting a negative charge and discharging atomized liquid is provided with, in a container having a discharge opening in an upper part: a needle electrode for applying a high negative voltage with both ends of the needle oriented vertically； a first circular cylindrical electrode disposed below the needle electrode； and a second circular cylindrical electrode provided with the discharge opening at the tip thereof and disposed above the needle electrode. A suction opening is formed in a container side wall, a duct connected to the first circular cylindrical electrode from the suction opening is provided, and the lower part of the needle electrode is exposed within the duct. A liquid retention unit is disposed below the first circular cylindrical electrode. The device generates a corona discharge between the lower end of the needle electrode and the first circular cylindrical electrode in the duct and thereby produces a downward ion wind passing through the first circular cylindrical electrode from the suction opening and flowing toward the liquid surface in the liquid retention unit, and also generates a corona discharge between the upper end of the needle electrode and the second circular cylindrical electrode and thereby produces an upward ion wind passing through the second circular cylindrical electrode from the liquid surface in the liquid retention unit and flowing toward the discharge opening. The device evaporates and atomizes liquid in the liquid retention unit by means of the downward ion wind and also imparts a negative charge to the atomized liquid, and causes the liquid atomized and given a negative charge to rise by means of the upward ion wind and discharges the same to the outside from the discharge opening at the tip of the second circular cylindrical electrode.L'invention concerne un dispositif destiné à conférer une charge négative et évacuer un liquide atomisé pourvu, dans un récipient comportant une ouverture d'évacuation dans une
