SOLUTION: A germination chamber 100 provided with a plant or fungus cultivation medium activation device 1 and a growth chamber 200 provided with environmental control means 210-300 are provided. The activation device 1 includes a conveying means 5 capable of conveying a container 4 loaded with a plurality of cultivation containers 3 packed with culture medium, and an electrode inserted into the culture medium packed in each cultivation container 3 to apply a high voltage. High voltage applying means for applying and air conditioning means for adjusting the humidity of the high voltage applying means are provided. Further, the environment control means 210 to 300 are configured to measure and adjust at least one selected from the group consisting of temperature, humidity, oxygen concentration, carbon dioxide concentration, light quantity, and air volume.
