PROBLEM TO BE SOLVED: To achieve highly accurate personal authentication, regarding personal authentication under environment where non-contact property is required, while using an unclear and positionally deviated finger vein pattern image.SOLUTION: A personal authentication device is provided with: means for acquiring a finger vein pattern image in a non-contact manner; means for performing rotation correction by using an outline of a finger as a method of taking out a vein pattern included in an acquired image; means for normalizing a position of the finger image by using a fingertip as a reference; means for statistically acquiring the entire vein pattern by repeating tracking portions of a low luminance value from an arbitrary position of the image by an arbitrary length; matching means for comparing only portions where a strong feature is expressed in the blood vessel pattern; and means for dividing the image into small areas, performing matching independently for each small area, and evaluating a positional deviation amount when the small areas are matched to each other.
