PROBLEM TO BE SOLVED: To provide an aqueous skin external composition having a cloudy appearance without mixing with oil solution and surfactant substantially in which high grade texture, high effect feeling, use feeling, and moisture retention are increased, and high stability is held against white turbidity under various temperature conditions.SOLUTION: A clouded and aqueous skin external composition without mixing with oil solution and surfactant substantially comprises: (a) a fermentation product of a cereal (b) a thickening polymer that is not alkyl-modified and (c) a polyhydric alcohol. Preferably, the skin external composition includes a hydroxylated phospholipid, the thickening polymer that is not alkyl-modified is a carboxyvinyl polymer or a xanthan gum, and the cereal in the fermentation product is rice and fermentation is done by lactic acid bacterium.
