PROBLEM TO BE SOLVED: To produce a dispersion liquid in which fine particles of an oily ingredient is dispersed in an aqueous ingredient.SOLUTION: A method of producing a dispersion liquid includes a confluence step of causing an oily ingredient containing a surfactant having a neutralizable functional group and an oil agent as the main ingredient and an aqueous ingredient containing a neutralizer capable of forming a salt with the surfactant to join together and a pore distribution step of distributing the fluid formed by joining in the confluence step into pores of pore diameters of 0.1-3 mm.
