The present invention relates to a ridging mulching apparatus, which can vary the scattering direction and amount of soil being scattered to a plastic-covered region； can form ridges in various numbers and sizes, based on the size of field, the quality of soil, the type of crops growing, etc., while performing a plastic covering operation thereon； as a single ridging mulching apparatus, can adjust a height of plastic covering compatibly with ridges of various heights. The ridging mulching apparatus comprises: a mulcher main body； a soil covering unit； a soil covering regulating unit； and a plastic covering unit. In particular, the mulcher main body comprises: an upper plate； a plurality of leg units whose upper part is connected to the upper plate, and whose lower part comes in contact with the ground surface； and a connection unit which is connected to a tractor vehicle. In particular, the soil covering unit comprises: a cultivating shaft which is joined to be rotatable along with the leg units； and a plurality of cultivating blades which are joined to the cultivating shaft. In particular, the soil covering regulating unit is installed on the mulcher main body to regulate a scattering direction and a scattering amount of soil being scattered through the soil covering unit.
