PROBLEM TO BE SOLVED: To provide an agent for preparing a hydrous viscous composition, which has excellent solubility and dispersibility in mixing when in use and secures such a viscosity as to stand still on the skin even without applying force of sheet material, or the like.SOLUTION: In the agent for preparing a hydrous viscous composition, which has two or more chemicals and in which when the two or more chemicals are mixed, carbon dioxide is generated to give a hydrous viscous composition containing the carbon dioxide, the two or more chemicals include (1) a first chemical that is a liquid or viscous composition containing a carbonate and a second chemical that is a liquid or viscous composition containing a buffer solution or (2) the first chemical that is a liquid or viscous composition that contains a basic substance to become a buffer solution in combination with an acid and a carbonate and the second chemical that is a liquid or viscous composition containing an acid.
