An aqueous emulsion composition which has sufficient water solubility, gives an excellent slippery feeling, combines softness with hair dressing properties, can optionally further have thermal hair dressing properties, and is reduced in odor emission. The composition comprises an aqueous urethane composite resin (A) emulsion obtained by: emulsifying/dispersing a liquid mixture comprising a carboxylated urethane prepolymer (a) containing an isocyanate group and a carboxy group and a polymerizable monomer (b) in an aqueous medium to prepare a first emulsion or subjecting at least part of the ingredient (a) contained in the first emulsion obtained through the emulsification/dispersion to chain extension with either a compound having active hydrogen atoms reactive with an isocyanate group or water to prepare a second emulsion and polymerizing the ingredient (b) contained in the first emulsion or second emulsion. The resin (A) emulsion has a minimum film-forming temperature of -10 to 20°C. The amount of the ingredient (b) remaining in this aqueous emulsion is 100 ppm or smaller.
