The device is mounted on a vehicle, which is pivotally connected with the handle and the cylinder. The device is equipped with a hydraulic tank, a hydraulic pump with a safety valve, four-position six-linear distribution valve, a hydraulic accumulator and a hydraulic throttle. The cylinder is made in the form of a hydraulic cylinder. The rod cavity of the hydraulic cylinder is provided with two recesses, hydraulically connected to the hydraulic tank. The distance between the recesses is greater than the width of the cylinder piston. In the first position of the distribution valve the hydraulic pump is hydraulically connected to the hydraulic tank, and the hydraulic accumulator is connected to the hydraulic tank through the hydraulic throttle. In the second position of the distribution valve the piston cavity of the hydraulic cylinder is hydraulically connected to the hydraulic tank through the hydraulic throttle and the hydraulic pump - to the hydraulic tank. In third position of the distribution valve the piston cavity of the hydraulic cylinder is hydraulically connected to the hydraulic tank through the hydraulic throttle, the hydraulic pump is hydraulically connected to the hydraulic accumulator.
