PROBLEM TO BE SOLVED: To provide novel cosmetics for hair care or nail care having a high protection performance for hair or nail and providing less stimulus.SOLUTION: Cosmetics for hair care or nail care have a structure of an oil/water emulsion including an oil phase including hair care or nail care component an aqueous phase and cationic closed vesicles made from an amphiphile which forms the closed vesicles spontaneously or cationic polycondensation polymer particles each having a hydroxyl group. The closed vesicles or the polycondensation polymer particles, maintain an emulsified state by existing in an interface between the aqueous phase and the oil phase to compose the oil/water emulsion.
