PROBLEM TO BE SOLVED: To reduce the stickiness of a film formed by a hair cosmetic, also improve smoothness, maintain the flexibility of the film and also inhibit the excessive viscosity elevation of the hair cosmetic.SOLUTION: The ethylenically unsaturated monomer component is solution co-polymerized by using a radical polymerization initiator in the presence of a hydrophilic solvent or a mixed solvent of water with the hydrophilic solvent.
