PROBLEM TO BE SOLVED: To prevent haze development and waterdrop formation of a base material by forming a layer containing an optical semiconductor and a specific metal on a base board surface and bringing the surface of the material to be hydrophilic. SOLUTION: A layer containing an optical semiconductor and at least one metal and having <=0.2μm thickness is formed on the surface of a base material by coating the surface of a base material with a coating solution containing a precursor of the optical semiconductor and at least one metal or oxide thereof selected from an alkali metal, an alkaline-earth metal, zinc, aluminum, platinum, palladium, ruthenium, alumina, zirconia, ceria and yttria, baking the coated material and exciting the optical semiconductor by irradiating a light having <=0.001mW/cm<2> illuminance and bringing the material surface to be hydrophilic according to the optical excitation.
