The composition is obtained by mixing an aqueous chlorite solution, an activator that immediately adjusts a pH of the aqueous chlorite solution, thereby causing the aqueous chlorite solution to generate chlorine dioxide gas, and an activation inhibitor that slowly mitigates an action of the activator.
