PROBLEM TO BE SOLVED: To provide a blood-pressure measurement device that is small sized, is easy to carry and uses a volume vibration method hardly affected by a surrounding environment, and provide a blood-pressure measurement program and a blood-pressure measurement method.SOLUTION: A blood-pressure measurement device comprises: a cuff； volume detection means for detecting an arterial volume signal； pressure detection means for detecting cuff pressure； and derivation control means 124 that executes derivation control for deriving blood pressure of a measured person on the basis of the arterial volume signal and the cuff pressure.
