PROBLEM TO BE SOLVED: To provide a luminous flux control member capable of evenly irradiating an irradiated surface from a vicinity of a light source to a distance with light upon obliquely irradiating the irradiated surface, and provide a light-emitting device and a luminaire.SOLUTION: A luminaire 300 has an irradiated surface 310 and a light-emitting device 200 arranged obliquely right above the irradiated surface. The light-emitting device 200 has a light-emitting element 210 and a light flux control member 100. The light flux control member 100 distributes emission light of the light-emitting device 210 into upward light and downward light with respect to an optical axis OA of the light-emitting element 210.
