The record-information storage unit stores therein an already-identified persons motion together with time. The determining unit determines possible motions that a person can make from the already-identified persons motion. The measuring unit measures measurement information according to a persons motion. The identifying unit performs a pattern detecting process for detecting a pattern similar to the measurement information measured by the measuring unit in patterns corresponding to the possible motions determined by the determining unit out of predetermined patterns of measurement information for persons motions, and identifies a motion corresponding to the detected pattern as a motion that the person made.
