Then, the region weight Weight, indicating whether the center pixel P to be processed is the pixel within the region to be processed, is calculated based on the CT value variation index Index, and the contrast emphasis quantity Contrast of pixels within the region to be processed is calculated based on the region weight Weight. Then, the contrast emphasis quantity Contrast is smoothed, and the contrast of the pixels within the region to be processed is emphasized based on the smoothed contrast emphasis quantity Contrast S. In this way, the contrast can be emphasized only in the region in which the CT value variation is characteristic.
