In particular, the hydrogen cosmetic product producing device comprises: a cosmetic material storing unit for storing a liquid-phase or gel-phase cosmetic material a hydrogen storing unit for storing a high pressure hydrogen gas therein a mixing unit for transferring the high pressure gas and the cosmetic material to the entrance thereof, and mixing the same therein a main transferring line which is a transferring pathway from the cosmetic material storing unit to the mixing unit a re-circulating line connected with the main transferring line, collecting a mixture going out from the exit line of the mixing unit to the entrance of the mixing unit, and re-circulating the cosmetic material and a venturi device installed on the re-circulating line, having a neck part connected with the hydrogen transferring line of the hydrogen storing unit, and mixing hydrogen with the re-circulated cosmetic material.
