The present invention relates to a function cosmetic composition containing a rose component and a preparing method thereof. The function cosmetic composition can calm sensitive skin, remove waste substances, and moisturize the skin excellently while increasing the adsorption surface area by increasing the pore volume, removing the microorganisms in the inner pores, lowering the pH not to stimulate the skin, and having excellent moisture supply performance. The function cosmetic composition contains cosmetic ingredients and ceramic powder as well as a rose extract. A method for preparing the function cosmetic composition includes: a ceramic powder preparing step of irradiating gamma rays to crushed ceramic materials, grinding the crushed ceramic materials having the gamma rays irradiated thereto until the volume-weighted average diameter reaches 0.1-10 times thereof, and preparing ceramic powder； a rose extract preparing step of preparing the rose extract； and a mixing step of mixing 3-10 parts by weight of the prepared ceramic powder, 2-5 parts by weight of the rose extract, and the cosmetic ingredients for the remaining part.
